Hillary co-founded Quiller, the first generative AI copilot for campaign and nonprofit content, and led it from incubation through its 2025 acquisition by Grassroots Analytics. Today she is Managing Director of Fund V at Higher Ground Labs, where she sees the frontier of campaign AI every week. Their 2026 Agentic AI Open Call drew 54 applications, and that vantage point, funder and former founder at once, shapes everything she does.
She is also a Policy Fellow at Harvard Kennedy School's Ash Center, studying how AI shows up in campaigns and election administration through the 2026 cycle. There she created the Voter Experience (VX) Framework with Bruce Schneier: a nonpartisan approach that treats voters as users of democratic systems and asks how we'd design elections if voter trust were the product. Our inaugural VX Summit convened 25+ leaders across sectors and parties, from election officials to campaign practitioners to UX designers.
The thread through all of it: AI can strengthen election administration and voter trust across the political spectrum, but only if the people shaping the technology understand campaigns from the inside. That's what she brings to the AAPC's AI & Emerging Tech Committee, where she helped author the Meaningful Disclosure Framework now being briefed to legislators, and to advisory work through Clear Horizon Advisory.
